Village of Woodridge

The Village of Woodridge is seeking applications for the position of Fiscal Operations Manager. This position is primarily responsible for oversight and management of all water billing and payroll related duties, and reports to the Director of Finance within the Finance Department.

Position Responsibilities

Manages and supervises utility billing operations, including monthly billing, final bills, late fees, autopays, disconnections, adjustments, payment arrangements, water usage, and general staff and customer support.
Assists staff with inquiries related to the water billing portal, including payments, enrollments, notifications, etc.
Prepares various water billing reports for management.
Manages and supervises payroll operations, including bi-weekly payroll processing, vendor payments, wage adjustments, employee deductions, retro pays, and benefits related to payroll.
Oversees required monthly, quarterly, and annual reporting.
Understands the Village’s union contracts and payroll policies.
Responds timely to all audit requests and reports, including accrued payroll, compensated absences, and reconciliations
Responsible for the personnel budget in the Village’s budget software, Cleargov.
Supervises the real estate transfer stamp tax process for the Village.
Supports the front desk when needed.
Provides excellent customer service to both staff and residents.
Manages and directs staff; determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Other duties and functions as assigned or required.

Requirements include the following experience or equivalent combination of training and experience:

Graduation from an accredited four-year college or university with a degree in accounting, finance or a closely related field, and
Five (5) years of experience in general accounting including payroll preparation and data processing operations; or any equivalent combination of education and experience.
Excellent communication and interpersonal skills; ability to maintain confidential information.
Good organization, follow- through, and time management skills; excellent attention to detail, ability to multi-task; also proactively troubleshoot, problem solve, and make sound judgements.
Proficiency in Microsoft Office, specifically Excel, Word, and Outlook; knowledge of Tyler Munis software a plus.
Must hold a valid Illinois Driver’s License.
The preferred candidate will have experience working in Municipal or Government Finance.  Bilingual skills are desirable.

 

This position is eligible for the Village’s full-time employee benefits which include paid time off policies (paid holidays, sick time, vacation time and personal days), participation in the Illinois Municipal retirement fund (IMRF), medical, dental and life insurance benefits as well as additional optional benefits.  The full salary range for this position is $84,365 – $122,241.  The anticipated hiring hiring salary range will be $90,000 – $110,000.
