Scope of Work

This is a highly responsible position providing professional overall management and supervisory direction of the Public Works Department.   This department includes the activities and Works of the Sewer and Water Utility, The Street Department, Village Park Maintenance, The Commuter Parking Facilities, as well as Building Maintenance.

The Assistant Director of Public Works has the responsibility to plan, organize, staff, direct and control the operations of the Public Works Department, and those employees that perform the public works related tasks in the maintenance of streets, parks, storm sewers, the water and sanitary sewer distribution systems and municipal building and grounds

Education:  Associates degree or the equivalent education and experience. Preferred licensed civil engineer.

Minimum Experience

▪           Seven (7) years related experience; at least 2 years in a supervisory role and 2 years in the installation, repair and maintenance of a water distribution system and its related services, street and sign maintenance, and construction practices.

▪           Valid Illinois Class B Water Operator’s License or ability to obtain within twelve months from date of hire.

▪           Valid Illinois Class “B” CDL with air brakes and tanker endorsement, or the ability to obtain the CDL within six months from the date of hire.

▪           Preferred experience in filtration, aeration or ion exchange, routine tests, sample collection, completion of operational reports, calculation of chemical dosages and subsequent adjustment of chemical feeders or backwashed filters.

▪       Extensive knowledge of principals, practices, and techniques of public works maintenance and construction including street and sign maintenance.

•       Thorough knowledge of the materials, supplies, and equipment used in public works maintenance and repair projects.

•       Proficient use of Micro-soft Excel, Word, Outlook, and SCADA.

•       Extensive knowledge of the occupational hazards and safety precautions associated with public works maintenance and repair projects.

•       Some knowledge of the principals and practices of civil engineering and survey work, and related plans and specifications.

Necessary Special Requirements

The employee must also be able to pass a drug screen/physical, credit check and background check.

NECESSARY KNOWLEDGE SKILLS AND ABILITIES

·         Advanced knowledge in Water Treatment and distribution.

·         Considerable knowledge of the methods, materials, equipment and procedures used in the maintenance, construction, reconstruction, and repair activities of municipal utility systems.

·         Advanced skills in the operations of a variety of hand tools and construction equipment ranging from hand electrical drills to backhoe.

·         Knowledge of applicable Federal, State and Village codes, regulations and ordinances governing the administration of the treatment and distribution system.

·         Strong knowledge of repair and maintenance practices of mechanical equipment and machinery.

·         Sound knowledge of general management principles and practices to include budgeting, policy and procedure development, and personnel management and supervision.

·         Sound skill in analyzing and evaluating information and providing oral and written reports and recommendations on technical, administrative and financial matters.

·         Sound skills in planning, organizing, assigning and coordinating the activities of professional and technical staff.  Ability to plan, coordinate, direct, and supervise the work crews involved in varied maintenance, repair, and construction projects and to evaluate projects for adherence to specification and deadlines.

·         Technical competence with Microsoft software suite of products.

·         Knowledge of SCADA operation.

·         Ability to establish and maintain effective working relationships with other employees; other departments and the public and others in a courteous and professional manner that builds cooperation and consensus.

·         Ability to work from engineering plans and specifications.

·        Ability to comprehend and follow complex oral and written instructions.

DUTIES AND RESPONSIBILITIES

·         Manages Village water sewer, with oversight if the street, and stormwater systems by planning, coordinating, supervising, operating and budgeting resources including service technicians, contractors, vendors, supplies, inventory and equipment, directs water crews in daily assignments; maintains records of work performed, staff time, and related personnel files.

·         Coordinates work activities with other departments, agencies, and the public; meets with department director to plan and prioritize long range work plans and outline capital improvements.

·         Acquires additional knowledge of Public Works Management practices, methods and materials through continuing training and education.

·         Recommends capital, equipment, operations and personnel budgets for assigned area; tracks budget expenditures; codes purchases to accounts; tracks costs and analyzes cost effectiveness.

·         Evaluates performance of employees; trains and instructs crews in job practices and methods of work; recommends personnel action.

·         Maintains inventory of parts, supplies, materials, and fuel; schedules equipment maintenance and replacement.

·         Responds to inquiries by utility and construction companies, contractors, other outside agencies, and the public; coordinates work as necessary.

·         Responds to emergency situations; schedules response crews, allocates necessary supplies and equipment, directs activities, and supervises work.

·         Promotes and maintains responsive community relations.

·         Supervise the various personnel involved in the daily operation of the Public Works Department, gaining their respect, and when necessary, take positive corrective action in personnel matters.

·         Supervises, coordinates, and inspects work activities to ensure that schedules are met and that work is performed in a safe, efficient manner and in accordance with standard operating practices and procedures.  Participates in the installation and repair of water mains, service lines, leaks, hydrants and valves; the repair and installation of meters and pipes, and operates heavy equipment as needed to train and insure timely completion,

·         Recommends hiring, terminations, promotions and demotions; and makes recommendations for disciplinary actions.

·         May work weekends, on call, and responds to emergency calls.

·         Assists with the development of the department’s budget, monitors expenditures including vendor bids.

·         Performs preventative maintenance on Village infrastructure, and maintains related inventory.

·         Oversees assigned projects and contractual services provided to the Village and reviews work to ensure timely completion within established budget.

·         Prepares inspection and annual reports, maintains operational manuals and procedures.

·         Enforces regulations, policies, work procedures and safety rules, and provides and enforces the use of appropriate safety equipment.

·         Responds to customer inquiries and complaints.

·         Facilitates Risk Management audits and implements recommendations.

·         Performs other duties as assigned.

WORK ENVIRONMENT

·         Subject to respond to emergencies 24 hours/day, 7 days/week, 365 days/year and may be recalled after regular working hours at periodic intervals as assigned.

·         Frequently works near moving mechanical parts and is exposed to vibration.

·         Regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms.

·         Frequently required to walk, sit, climb or balance, stoop, kneel, crouch, or crawl, and smell.

·         Frequently lifts and/or moves up to 50 pounds.

·         Vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
