The Village of Homewood was incorporated in 1893 and operates under the statutory Council-Manager form of Government (65 ILCS 5/5-3-6). The corporate authorities include the Village President (Mayor), the Village Clerk, and six (6) Village Trustees, each of whom is elected at large to a four-year term.

Homewood’s staff is an eclectic team of committed professionals focused on providing stellar services to residents, customers, and stakeholders.  Homewood is a diverse, active, and engaged community complemented with year-round events, collaborative initiatives and projects, and a vibrant and growing downtown.  The Village of Homewood desires to hire a well-rounded professional ready to take the next step in their career to serve in a leadership position for a progressive, full-service community as the next Assistant Director of Public Works.  Reporting to the Director of Public Works, the Assistant Public Works Director assists the Public Works Director with managing the day-to-day operations of the Department.

Essential Job Functions

  • Take charge of all day-to-day project activities of the Utilities, Plants and Meters, Streets, Buildings, Fleets, and Landscape and Maintenance Divisions.
  • Interact with citizens regarding Public Works matters, maintain positive relations, and provide information on Village policies. Investigate service delivery issues or other problems and coordinate resources to resolve them.
  • Research Public Works issues or problems, prepare reports, and recommend effective solutions.
  • Oversee the bid creation process, develop bid specifications, evaluate submitted bids, and act as a liaison with citizens during project design and construction. Gather data for various Public Works issues and projects.
  • Coordinate department-wide training programs, conduct field inspections on daily Public Works construction projects, and ensure compliance with plans, specifications, standards, and accepted construction techniques.
  • Assist the Village Engineer on special projects.
  • Assist in the preparation and administration of the department budget, serve as a Staff liaison to various advisory committees, and participate in Union contract negotiations.
  • Coordinate data entry on the Public Works software system, conduct Public Works meetings, and work as a project coordinator on various Public Works projects.

Qualifications

  • An associate’s or technical degree in public/business administration, civil engineering, or a related field. A bachelor’s degree in public administration or civil engineering is preferred.
  • A minimum of three to five years of supervisory experience in government, private utility, or construction engineering, with municipal Public Works experience preferred.
  • Possession of a valid Illinois commercial driver’s license Class A with air brake and tanker endorsements.

Salary & Benefits

The position is full-time exempt with a starting salary range of $103,490 to $115,838. The Village’s excellent employee benefits package includes medical insurance, Illinois Municipal Retirement Fund Pension participation, Mission Square retirement plans, paid sick, vacation, and holiday time.
