The Village of Downers Grove, Illinois is an established suburban community of 50,247 residents located in DuPage County, 22 miles west of Chicago. The Public Works Department is responsible for maintaining Downers Grove’s infrastructure. Our Fleet Division operates under our Public Works Department and is responsible for the maintenance of fleet vehicles and equipment used by the Public Works Department, Fire Department, Police Department, and other departments/pool vehicles. When possible, the Village prioritizes alternative fuels and electric/hybrid vehicles. The shift to environmentally friendly vehicles is one reason the Village was awarded the Government Green Fleet Award for its 7th straight year and named as one of its 2019 Leadership Award winners by the Chicago Area Clean Cities Coalition (CACC).

Position Details:
The Village is accepting applications for a Fleet Services Manager. A successful candidate demonstrates knowledge of vehicle and equipment repair and maintenance practices, possesses distinguished supervisory principles and practices, and can focus on competing priorities, while being highly motivated and organized. The position supervises five Fleet Maintenance Technicians, manages and coordinates the maintenance and repair of Village vehicles and equipment, and develops, recommends, and administers the department budget.

Major Duties and Functions:
– Coordinates fleet service activities, including inspection, repair and maintenance of Village vehicles and equipment, while ensuring operational safety
– Administrates and optimizes the vehicle replacement program. Prepares bid specifications for fleet services and/or purchases; when applicable, utilizes joint purchasing initiatives to purchase vehicles
– Participates in the recruitment of personnel. Coordinates and supervises the daily operations for fleet operations, Develops industry-accepted performance measures for fleet maintenance. Provides ongoing training, assigns work, evaluates performance, meets with staff to identify and resolve problems, reviews and evaluates work procedures
– Develops, recommends, and administers the fleet division’s annual budget
– Communicates regularly with other Village departments. Provides departments information and recommendations regarding the maintenance and repair of vehicles
– Responsible for keeping current with clean air and clean fuel requirements. Prepares and maintains a variety of records and reports in compliance with the regulating agencies and the Village’s record retention policies
– Supervises personnel and coordinates activities related to snow and ice removal, special events, and emergencies as needed
– Remains available for emergencies in an on-call status after regular work hours
– Other duties, as assigned

Knowledge, Skills, and Abilities Required:
– Professional knowledge of vehicle and equipment repair and maintenance practices.
– Knowledge of supervisory principles and practices.
– Skilled in the management of union employees.
– Knowledge of operational safety practices and principles.
– Excellent communication skills, both written and oral.

Technology Used: In addition to general office equipment, asset management, and diagnostic software will be used.

Education and Experience: An associate’s degree is preferred. Three to six years of progressively responsible experience with vehicle and equipment repair and maintenance, of which, three years are in a supervisory position, or any combination of education and experience which produces the required knowledge, skills, and abilities.

Licenses and Certifications:
– Illinois CDL Class “B” Vehicle Operator’s License with air brake endorsement preferred
– APWA Certified Public Fleet Professional, desired
– NAFA Certified Automotive Fleet Manager, desired
– ASE Certification, desired

Salary and Benefits: The full salary range for this position is $90,776 – $124,817, with a maximum starting salary of $108,931, dependent on qualifications. The Village provides an excellent benefits package, including health insurance, dental, vision, and life insurance, and participation in the Illinois Municipal Retirement Fund (IMRF).
