The Village of Norridge is seeking a dynamic Director of Public Works to join their team. Located just 14 miles northwest of downtown Chicago, the Village of Norridge offers a unique blend of suburban charm and urban convenience. Located in Cook County, Illinois, the Village and its neighbor to the east, Harwood Heights, together form an enclave within the City of Chicago (i.e., they are completely surrounded by the city). The Director of Public Works is appointed by the Village President with concurrence of the Trustees, and reports to the Village Administrator. The Department has a budget of $15M ($7M for the Street Division plus $8M for the Water Division). The Director will oversee a department of 12 employees, including a Public Works Superintendent, Streets Laborers, Water Laborers, and Bus Drivers. 
 
Key Responsibilities:
  • Lead the planning, design, construction, and maintenance of critical infrastructure projects including street improvements, water distribution systems, sanitary and storm sewers, traffic control systems, and various other public works or utility projects. 
  • Oversee and direct the maintenance of municipal vehicle fleet and equipment; make recommendations for upgrades ensuring they meet the highest standards of safety and efficiency.
  • Manage a dedicated team of public works professionals, providing leadership, training, and supervision to ensure excellence in all departmental functions.
  • Collaborate with consulting engineers and contractors to deliver high-quality public works projects on time and within budget.
  • Prepare and manage the annual budget for the Public Works Department, ensuring responsible fiscal management and adherence to Village procurement policies.
  • Serve as the Village’s expert on public works matters, advising the administration on capital improvement strategies and long-term infrastructure planning.
 
Qualifications:
  • A Bachelor’s Degree from an accredited college or university in civil engineering or related field is required. 
  • A Master’s Degree in Construction Management, Urban Planning, Public Administration, or a closely related field is preferred, but not required. 
  • A minimum of 5 years of experience, with a minimum of 3 years in a supervisory or project management role.
  • Strong knowledge of municipal practices, construction codes, the principles of civil and environmental engineering, OSHA worker safety, and local, state, and federal laws. 
  • A Class C Public Water Supply Operator License or the ability to obtain one within a year of hire.
  • Exceptional oral and written communication skills and the ability to build strong relationships with Village residents, elected officials, staff, contractors, and other stakeholders.
  • Adept at leveraging technology to drive data-driven decision-making, utilizing the latest tools and digital solutions to streamline processes, enhance communication, and support innovation. 
  • A proven track record of innovative problem-solving and the ability to lead a team in achieving ambitious goals.
  • Valid Driver’s License. 
 
The starting salary range is $125,000 – $140,000 +/- DOQ.
