The City of Riviera Beach, Florida, is seeking an innovative and highly collaborative leader for its Community Redevelopment Agency (CRA). Riviera Beach is a city of 35,000 in Palm Beach County and home to the Port of Palm Beach. City assets also include beautiful beaches, a growing marine industry and top-rated dive sites. 
 
The CRA was established in 1984 and covers 858 acres. The Agency is governed by the elected City Council members in their capacity as the Community Redevelopment Commission. The Executive Director is appointed by the Commission to manage a 28 member staff and $17m budget in support of CRA goals to spur economic growth through a variety of projects.  The Agency finances new and improved infrastructure, neighborhood programs, beach, and marina facilities. The CRA spearheaded the revitalization of Riviera Beach Marina Village, Phase I, which has transformed the City’s working waterfront. The new Executive Directory will be responsible for Phase II of the development to create a mixed-use destination that will serve as a regional gateway, crossroads, destination, employment hub and innovator center. 
 
In addition to Marina Village, the Executive Director will lead the leveraging of public and private resources to revitalize housing and commercial developments in the CRA. Updating the CRA Plan will demand that the Director develop effective working relationships with a wide range of community businesses, neighborhood leaders, and government service providers to bring their collective interests and creativity into focus. The Director will be responsible for finding the balance between new and innovative changes and preservation of neighborhood identity and livability. 
 
General Duties
 
  • Develop budget and manage agency resources to fund projects and programs consistent with agency goals
  • Develop the strategic plan for the CRA to reflect changing conditions and an evolving vision 
  • Lead and supervise agency staff
  • Oversee the selection and work of consultants 
  • Conduct workshops with community stakeholders
  • Manage delivery and operations for agency projects and programs
  • Evaluate requests for agency funding and negotiate agency partnerships
  • Present reports to the Commission, stakeholders, and general public
  • Develop effective working relationships with community officials and CRA stakeholders

Knowledge, Skills, Abilities
 
  • Extensive knowledge of economic development and redevelopment best practices
  • Knowledge of strategic planning, project management, and cost/benefit analysis
  • Knowledge of government development processes including planning, zoning, public finance, and infrastructure needs
  • Able to address complex problems with a range of varied interests
  • Able to develop consensus among stakeholders
  • Able to build cross-organizational relationships and strong working relationships
  • Able to communicate both orally and in writing to explain complex information 
  • Skilled in management and development of staff to foster excellence, high level performance, customer service and integrity
  • Skilled in project management and delivery in support of the Strategic Plan
 
Ideal Candidate Qualifications
 
Bachelor’s Degree in urban planning, public administration, business, economics, or closely related field.  Master’s Degree preferred.
 
Five to seven years of progressively responsible experience in management of urban redevelopment and economic development programs with a record of demonstrable success.
 
Experience in strategic planning, project management and complex problem-solving involving direction of a supporting team and a range of public and private interests.
 
Compensation
 
Salary range $180,000 – $230,000 DOQ
The CRA offers exceptional benefits including Florida Retirement System membership.
