Economic Development and Zoning Director– City of Tomah, Wisconsin (Pop. 9,413). Located in Monroe County in west central Wisconsin, Tomah is a vibrant community with a historic downtown area. The City is at the junction of US highways 90 and 94 and is in the cranberry belt of Wisconsin. The City seeks an Economic Development and Zoning Director (EDZD) to lead the City’s community development, building inspection, planning, and zoning services and to be part of the executive management team. 
 
This is a newly created position and will be a key member of the City’s four-person executive management team overseeing all of the operations of this financially stable city. The City is governed by a Mayor and 8 alderpersons elected on a non-partisan basis. The City’s budget is $29 M (all funds), and there are 91 Full Time/78 Part Time employees plus seasonals with this position having direct supervision of one member of staff. The position reports directly to the Mayor and Common Council. 
 
The City’s EDZD should be a technically skilled and collaborative professional capable of managing a variety of the City’s economic and development activities. This person plans, directs, manages, and oversees the activities of Development Services including economic development, planning, and zoning and outside contracted inspection services. This position is responsible for assuring that the city achieves its economic development goals including guiding and leading the City‘s long-range housing, business development and retention goals. 
 
The City seeks an ethical professional with strong technical and interpersonal skills. The ideal candidate must have an inclusive managerial style, as well as clear, concise, and open communication skills including the ability to navigate the political process in order to achieve the approved goals of the City. 
 
The successful candidate will:
  • Have a firm understanding of economic development, including BID’s, CDA’s and TID’s.
  • Have a background in project management and leadership.
  • Have the ability to problem-solve and make critical decisions.
  • Have a desire to work cooperatively with the public and elected leaders.
  • Have a passion for teamwork and the ability to work collaboratively with all City departments and leadership in the delivery of municipal services.
 
Candidate education and experience:
  • A bachelor’s degree in planning, public or business administration or other related field is ideal. 
  • Progressive experience in planning or economic development.
  • Supervisory experience with upper-level management preferred.
  • Valid Driver’s License.
