The Human Resources Analyst position is a professional position in the Human Resources Department.  This position will be assigned tasks which are specialized in nature that require specific expertise in one or more functional areas of Human Resources.  Examples include classification & compensation, benefits, policy & procedures, recruitment strategies, labor management, payroll, and project management.

Essential Functions
Depending on the assignment, the incumbent may perform a combination of some or all of the following duties, and perform related duties as assigned:

  • Monitor the effectiveness of existing policies, guidelines and procedures recommending plan revision as well as new plans that are consistent with compensation trends and organization objectives and federal/state mandates.
  • Provide advice to management on pay decisions, policy and guideline interpretation, including the design of creative solutions to specific compensation related programs.
  • Partner with Human Resources management team to monitor, recommend and implement approved policies and procedures; interpret and communicate policies and subsequent changes to departments.
  • Conducts research, surveys and special projects, in addition to collaborating and maintaining relationships with other counties and municipalities.
  • Collaborate with the Assistant Director and Director with respect to Classification and Compensation requests; advise and guide Departments on classification requests, act as project manager on compensation studies.
  • Evaluate current benefit offerings, partner with the benefit cooperative to improve or realign offerings based on organizational objectives and lead and manage projects associated with new benefit offerings or revisions to existing offerings, including project manager on dependent audits.
  • In accordance with the County’s budget, manage position inventory and develop workflows to efficiently coordinate position related changes with County departments.
  • Act as project lead on all enhancements to recruitment strategies and recommend solutions to attract and retain talent.
  • Collect and compile data for the purpose of researching and preparation for contract negotiations with unions that represent County Employees; provides general administrative support to the negotiations process.
  • Project management as needed.
  • Steps in to provide customer service support to employees when Human Resources Generalists and Payroll Specialists are busy or absent.

Knowledge Skills and Abilities Required

  • Expert knowledge in Excel or ability to learn the program to an expert level
  • Thorough knowledge of the principles, practices and techniques of public human resources administration including recruitment, testing, selection, classification and compensation, Equal Employment Opportunity (EEO), employee relations, labor relations, benefits administration, employee development and performance planning and appraisal
  • Skill in change management, problem-solving and conflict resolution.
  • Ability to build trust with managers, exercise discretion and confidentially handle information, records and issues.
  • Ability to communicate clearly, logically, and persuasively both verbally and in writing; ability to prepare clear, concise, and comprehensive reports, correspondence and documents.
  • Knowledge of federal, state and local laws, regulations and court decisions applicable to Human Resources.
  • Knowledge of trends in Human Resources program development and the ability to implement new programs successfully.
  • Knowledge of and the ability to apply research methods and data analysis techniques.
  • Ability to communicate clearly, logically, and persuasively both verbally and in writing; ability to prepare clear, concise, and comprehensive reports, correspondence and documents.

EDUCATION AND EXPERIENCE REQUIREMENTS

While not required, some public sector HR experiences would help this individual gain traction and success in this role at a faster pace.

Bachelor’s degree from an accredited college or university in business administration, public administration, human resources or a related field;
Six (6) years of progressively responsible experience in the development and delivery of human resources services;
Or any combination of education and experience that provides the candidates possesses the knowledge, skills and abilities to perform the duties prescribed to the position (above).

Salary: $75,000 – $90,000
