Scope of Work

The Deputy Chief serves as part of administration with emphasis on such activities as operational problem solving, personnel and resource allocation, identifying training needs and the development of policy and procedures within the department.  Planning and projecting future needs of the department in all areas will be of primary importance.  Administrative duties include planning, scheduling, directing and organizing the activities of assigned personnel and maintenance of harmonious relationships between all divisions and other law enforcement agencies.  The Deputy Chief is the second in command of the police department and reports directly to the Chief of Police.

 

Supervision Received

Reports to the Chief of Police or designee.

 

Essential Duties and Responsibilities

The duties and responsibilities of the Deputy Chief include, but are not limited to the following:

·         Keeps the Chief of Police appraised on the status of all projects and investigations as they relate to the department and the community at large.

·         Conducts meetings and disseminates information to subordinates.  Attends a variety of meetings, both inside and outside of the department.

·         Obtains information needed to ensure the police department operates smoothly and efficiently.

·         Confers regularly with the Chief of Police regarding department’s accomplishments, activities and needs.

·         Prepares reports as directed.  Interviews prospective police employees.  Meets requirements of a police officer as described.

·         Is available for emergencies by telephone, cellular telephone and/or radio.  Assumes command of field operations in major events or emergencies.

·         Deploys and schedules all personnel to meet the needs of the department and the community on a day-to-day basis and in special or emergency circumstances.

·         Delegates work and assignments to subordinate personnel and follows up to make sure of prompt and proper completion.

·         Make sure that all police personnel are informed of changes in laws, policies or procedures that may affect the operation of the department.

·         Directs the planning, deployment and operations for special events, such as parades, festivals and concerts.

·         Conducts special assignments at the directions of the Chief of Police.

·         Manages the departments accreditation process and PowerDMS.

·         Manages Officer participation in school drills, active shooter drills and K-9 searches.

·         Manage the TLo system used by detectives.

·         Department contact for the Family Youth Initiative (FYI).

·         Send traffic crash report information to Carfax through Filezilla.

·         Monitor and manage the Flock Camera System.

·         Monitor and manage the Safe Speed system, access and ticket dismissals.

·         Monitor and manage the AllTech LPR system.

·         Monitor and manage the Evidence.com system; officer access, video retention, signal sidearm devices and body camera assignment.

·         Liaison for the Police and Fire Commission.

·         Manage the Front Door Grant program.

·         Manage officer participation in monthly HOA Meetings.

·         Manage departmental data to NIBRS, mental health contacts and use of force reports.

·         Perform all job duties as assigned.

Qualifications

The Deputy Chief shall possess the following skills, training and experience:

·         Possess a Bachelor’s Degree from an accredited college (Prefered).

·         Good communication skills, both orally and in written form.

·         Sufficient experience and training in law enforcement operations, supervision and management and administration.

·         Graduate of Staff & Command School, FBI Academy or similar curriculum (preferred).

·         Must be self-motivated and use of independent judgement and discretion.

·         Must have a thorough knowledge of department policies, procedures, rules of conduct, patrol procedures and practices.
